Taiwan Targets FTTx

An interview with Mr. H.T.

 Question 1

Please describe the basic telecom regulatory structure in Taiwan.

"In Taiwan, the government requires operators to apply for licenses. Taiwan has a national regulator called the NCC -- similar to the FCC in the US -- to ensure that they abide by the laws of Taiwan"

Question 2

What is the government's policies, regulations and plans for domestic vendors and network operators?

"The government of Taiwan helps promote the fiber optic industry in two ways. First, the government invested about NT$30 billion in the construction of broadband duct infrastructure. Secondly, the government has implemented an FBB (Fiber Broadband Building) Program to increase and upgrade the whole industrial production values and business growth. Fiber operators and service providers bring the fibers to the home or to the building under the FBB program. There are two different FBB logos. One is the golden logo representing FTTH, which means the fiber-optic path extends from the operator' switching equipment to the home. The other is the silver logo representing FTTB, which means the Service Provider installs fiber all the way to the building. This is a similar system as used in South Korea. Additionally, FBB helps increase the home value by 3%-8%."

 Question 3

Has Taiwan selected a next-generation network architecture, such as EPON, GPON, or active Ethernet, that operators are required to follow?

"Taiwan is a major OEM and ODM country. We manufacture products based on the standards set by the regions. EPON is the standard followed by most Asian countries; whereas, GPON is for Europe and America. Since Taiwan is located in Asia, we tend to apply the EPON standard in our own fiber architecture. Taiwan is also an open architecture. We are a test bed for various application services; therefore, we are able to provide total solutions for the industry worldwide."

How is the government supporting FTTH? Who owns the fiber?

"The Government of Taiwan is planning to cooperate with broadband operators and with construction firms to help expedite the rollout of domestic fiber infrastructure by investing in fiber ducts along main roads. Broadband operators will extend the fiber from the main road into homes and buildings. They are the owners of the fiber sections they install. There are currently 4 major fixed operators in Taiwan; namely, Chunghwa Telecom, Taiwan Fixed Network, Asia Pacific Broadband Communications and FET Net Sparq. There are also cable operators (about 6%) competing in the market."

 Question 5

Please describe the current broadband market condition in Taiwan. Where will future growth occur? 

"The strength of the household penetration rate shows the degree of competitiveness in the Taiwanese market. There are about 1 million fiber subscribers in Taiwan. According to the data from Fiber-to-the-Home Council, Taiwan is ranked 4th in the world for 2008, up from 5th and 7th places in previous years."

Question 6

How do you expect the market to grow in coming years?

"We hope to expand the market by promoting FBB programs. We expect to have 2 million FTTx subscribers and generate 30 billion business opportunities by 2012. The market channels and shares can be expanded by joining the resources with different domestic industries. We will also build strong partnerships with manufacturers overseas by following international standards and keeping up with our industrial technological competence. We hope to increase our market influence and consumer awareness by way of conference opportunities. We plan to recognize industries through our FBB logo certification programs to encourage further growth."

Taiwan's TECOM Partners with Samsung on WiMAX

Taiwan-based TECOM has entered into a manufacturing partnership with Samsung for the production of WiMAX base stations. Under the pact unveiled at this month's Broadband Taiwan exhibition in Taipeimages/conferences/bb-taiwan.gifi, the companies also agreed to jointly produce RFID modules.

Taiwan's Chunghwa Telecom selects Alcatel-Lucent Ethernet/MPLS

Chunghwa Telecom (CHT), the largest telecommunications service provider in Taiwan, has selected Alcatel-Lucent's Ethernet/MPLS solutions for its fiber-to-the-building (FTTB) initiative. The new contract is part of CHT's "Optical Era Project," which involves an investment of approximately US$1.8 billion to construct an island-wide fiber optical network over a five-year period. The final goal of the project is to bring fiber optic connections to 2.4 million subscribers by 2010. Financial terms were not disclosed.

Under the contract, Alcatel-Lucent will supply CHT with its 7450 Ethernet Service Switch (ESS), a scalable Ethernet/MPLS aggregation solution. The expansion will equip CHT with higher network capacity and offer FTTB subscribers fast data transfer at the download speeds of 10Mbps, 50Mbps and 100Mbps for services including high speed Internet, IPTV and Virtual Private Networks.

Alcatel-Lucent Endows Chair at Universidad Politécnica de Madrid

A new "Alcatel-Lucent Chair" has been established at Universidad Politécnica de Madrid (UPM), enabling students in the Telecommunication Engineering Technical School to develop greater expertise in broadband multimedia services and applications. Topics of study include GPON, service routing, applications based on the IP multimedia subsystem (IMS) and other new services. The academic activities in the University will be completed with a period of practical studies at Alcatel-Lucent, after which the students will be trained in state-of-the-art solutions and technologies.http://www.alcatel-lucent.com

DISH Network Expands Local High Definition in 5 Markets

DISH Network has added high definition local channels in five U.S. markets: Florence - Myrtle Beach, S.C.; Fort Myers - Naples, Fla.; Greenville - New Bern - Washington, N.C.; Madison, Wis.; and Wilkes Barre - Scranton, Pa.

DISH Network now offers local channels in 70 markets reaching 71 percent of U.S. TV households.

Telesat's Nimiq 4 Satellite begins Service for Canada

Telesat will launch commercial service October 11 on its Nimiq 4 satellite.

Nimiq 4 is fully leased to Bell TV, which will use the new satellite to enhance and expand its High Definition (HD) TV channel services across Canada. Telesat's Nimiq 4 payload consists of 32 active high power transponders in Ku-band and eight transponders in Ka-band. Nimiq 4 operates from the 82Â degrees West orbital position and has an estimated mission life of 15 years.
  • Nimiq 4 was launched on a Proton Breeze M rocket from the Baikonur Cosmodrome in the Republic of Kazakhstan on 20-September-2008.
  • Verizon Business Rolls Out Unified Communications based on Cisco Platform

    Verizon Business unveiled a new managed unified communications and collaboration (UC&C) solution based on the Cisco Unified Communications Manager 6.1 platform. Verizon is the first major U.S.-based service provider to rollout services over this Cisco platform.

    The new managed platform enables workers to seamlessly integrate communications tools such as voice mail, e-mail and instant messaging. It also allows corporate information technology (IT) departments to out-task the complex operations often associated with the day-to-day management of UC&C solutions.

    Managed Service Support for Cisco Unified Communications Manager 6.1

    The new offering is available immediately to customers in the U.S. and many European countries, and a launch is planned in the Asia-Pacific region early next year. Key capabilities include:

    • Unified Messaging -- Integrates voice mail and e-mail and delivers greater efficiency for corporate end users by enabling one-source access to voice and data messages.

    • Unified Mobility -- Offers employees a single phone number and business voice-mail box. Employees can receive calls wherever it is convenient, and make outgoing calls that appear with the user's assigned business phone numbers.

    • Unified Presence -- Delivers visibility into a user's availability to chat by phone or instant messaging.

    Ericsson Designs a Wind-Powered Cell Tower

    Working with Vertical Wind AB and Uppsala University in Sweden, Ericsson researchers have developed a wind-powered tower for wireless base stations.

    The wind-powered Tower Tube takes the energy-lean design of Ericsson's original Tower Tube one step further by employing renewable energy. It harnesses wind power via a four-blade turbine with five-meter blades vertically attached to the tower. The vertical rotor blades work silently and minimize the load on the tower during operation.

    Trials are currently planned to determine if the design can truly enable low-cost mobile communication, with reduced impacts on both the local and global environment.

    The Ericsson Tower Tube construction houses base stations and antennas, fully enclosing them in an aesthetically pleasing concrete tower. It has a smaller footprint and lower environmental impact than traditional steel towers with CO2 emissions related to materials, such as production an transportation, that are at least 30 percent lower.

    Furthermore, the Ericsson Tower Tube has no need for feeders and cooling systems. With up to 40 percent lower power consumption than traditional base station sites, it helps operators reduce their operating costs significantly. It employs cutting-edge design and can be built in many sizes and painted in a variety of colors, making it a natural fit for any landscape.

    Huawei Gains WiMAX Wave 2 Certifications

    Huawei Technologies has obtained three Wave 2 certifications from the WiMAX Forum for its newest WiMAX base station, the WiMAX DBS3900, and two of its terminal products, the BM325 and BM625, which are all based on the WiMAX 802.16e standard. The Wave2 certification testing was conducted in AT4 wireless laboratory, the WiMAX Forum Lead Laboratory.

    Huawei's latest generation WiMAX DBS3900 base station supports multi-mode functionality, such as WiMAX and GSM. It has passed the testing in both 5M and 10M channel bandwidth according to the latest Wave2 testing version, CRS2.5.0. In addition, it also fully supports Interoperability-Multi Input Multi Output (IO-MIMO) which can increase coverage, data-rates and reliability by simultaneously sending and receiving data by multiple antennas.

    The BM325 is a WiMAX USB data card, and the BM625, a WiMAX Customer Premise Equipment (CPE).

    Verizon Business Promotes "Everything over IP"

    Verizon Business published a list of recommendations for enterprises pursuing an "Everything over IP" strategy. The advice includes:

    Make Telework Seamless -- Establishing secure connections between an IP network, a VPN (virtual private network) and a public IP network can be a great strategy to extend the reach of an organization's private IP network to employees on the move.

    Orange Advances its “Content Everywhere�? Strategy

    Orange is advancing its three screen "Content Everywhere" strategy in France with the upcoming launch of "Orange cinema."

    Orange cinema series includes a main "feature film" channel, called Orange cinemax, which is available in HD and groups together the best of recent films and TV series that have never before been seen in France. The offer also includes four other channels that are organized along the themes of family, action, arthouse and classics.

    • Orange cinemax: all the blockbusters exclusive to Orange and in High Definition

    Qatar Telecom to Launch DVB-H Mobile TV with NSN

    Qatar Telecom (Qtel) and Nokia Siemens Networks have signed the world's first commercial Mobile TV deployment contract based on DVB-H and OMA BCast Smart Card Profile technology.

    Specifically, Nokia Siemens Networks will supply Qtel with a Digital Video Broadcasting Handheld (DVB-H) solution providing their subscribers enhanced TV viewing experiences on their mobile phones. Nokia Siemens Networks will roll out a DVB-H solution with OMA BCast Smart Card Profile (SCP) for Qtel.

    For the authentication of mobile TV subscribers, Nokia Siemens Networks is providing its One-BSF solution, forming a key part of Qtel's Unified Subscriber Database strategy for creating a common subscriber profile to be used for both mobile and DVB-H service. In addition, Nokia, the infrastructure vendor's parent company, will provide Nokia N96 handsets to test the first SCP compliant software that enables subscribers to choose from among a host of payment models and interactivity options. Financial terms were not disclosed.

    Nortel Expands its Unified Communications Portfolio for SMBs

    Nortel has expanded its Business Communications Manager (BCM) portfolio with several new products that provide SMBs with a path to unified communications.

    The Business Communications Manager (BCM) 450 enables businesses up to 300 employees to transition from existing legacy digital equipment to a unified communications solution. The BCM450 is available from Nortel, or through its strategic vendors, including AT&T. Key features include:

    • Unified messaging, consolidating voice, fax and e-mail messages onto a single device.

    • Message forwarding, available in one to two months, which sends voicemails and faxes to the most convenient desktop or mobile device. For workers on the move, this can save long distance and roaming charges when retrieving messages.

    • Meet-Me Conferencing that can establish teleconferences for up to 120 participants. This can eliminate the need for external services and reduce teleconferencing expenses.

    • Computer Telephony Integration, which allows the use of third-party applications to control telephone services, such as click-to-call or automatic screen "pop" with customer information when they call.

    • Intelligent Contact Center functionality, which quickly directs clients to the right contact.

    The Business Services Gateway (BSG) 8 and 12 combine data infrastructure components needed to run unified communications. Available in North America, the Business Services Gateway (BSG) 8 and BSG12 replace multiple equipment and software with a single solution by including: a router; advanced security including firewall; VPN and intrusion detection; wired and wireless switching; a resilient SIP gateway with an integrated Analog Telephony Adapter; and application-aware QoS.

    Business Services Gateway 8 provides routing, wired/wireless switching, and SIP capabilities. It is specifically targeted at SMBs, small branch offices and teleworkers with fewer than 100 users. The solution supports SIP Phones, a single analog station and fax machines as well as LAN connected PCs or network devices.

    The Business Services Gateway 12 combines multiple functions, including broadband router, sophisticated security services, Power over Ethernet (PoE) managed switch, modular Wi-Fi access point, and a Survivable SIP Gateway.

    Nortel estimates its single solution approach reduces the initial cost by up to 45 percent and provides the backbone upon which SMBs can build out an effective and cost-efficient network. The BSG8 and BSG12 also serve as a client-side data infrastructure platform for carriers who deliver hosted VoIP services to SMBs with Nortel's IP Powered Business Solutions .

    NETGEAR Warns on Q3 Revenues

    NETGEAR warned that its net revenue for the third quarter ended September 28, 2008 is expected to be in the range of $173 million to $183 million, or below the range of $208 million to $212 million provided on July 23, 2008.

    "We experienced weakness in September demand on our consumer products across all channels and in all geographies, particularly in the service provider channel, where our carrier customers worldwide requested shipment delays on previously placed orders, thereby preventing us from recognizing revenue on those orders," commented Patrick Lo, Chairman and CEO of NETGEAR. "We believe the uncertainty in the economies and financial markets worldwide, especially in light of recent events, is causing the weakening of demand and we expect these conditions to persist until financial confidence returns to the market."

    The company expects non-GAAP operating margin to be in the range of 10.3% to 11.3% versus the company's previous expectation of approximately 9.5% to 10.5%. Additionally the company expects to report other expense in the range of $4.5 million to $5.5 million in relation to losses on transactions denominated in foreign currencies. This is primarily a result of the strengthening of the U.S. dollar as compared to the Australian dollar, the British pound and the Euro.

    AT&T Issues Citizenship and Sustainability Report

    AT&T will intensify its efforts to reduce the environmental impact of its operations, according to the company's 2007/2008 Citizenship and Sustainability Report, "Connecting for a Sustainable Future." AT&T is also increasing its commitment to help customers find ways to reduce their impact through the use of Information and Communication Technology (ICT) products and services and applying innovation and technology to help address society's needs.

    According to the report, some of the significant steps AT&T has taken to better integrate citizenship and sustainability initiatives with its business, include:

    • The AT&T Board of Directors expanded the responsibility of its Public Policy Committee to include oversight in this area.

    • AT&T appointed a senior executive to coordinate its citizenship and sustainability program.

    • AT&T put in place a Citizenship and Sustainability Steering Committee that is made up of officers from across the company.

    • AT&T worked with a nonprofit group, Business for Social Responsibility, to further drive citizenship and sustainability programs into the business operations of the company.

    • In 2008, AT&T introduced a new fleet of alternative-fuel vehicles. The company is also covering much of the roof of its San Ramon, Calif., campus with a 1 megawatt solar panel system. In addition, 10 percent of the electricity purchased for all facilities in Austin, Texas, is coming from wind power. A new energy policy balances the company's need for affordable energy with the pursuit of alternative and renewable forms of energy that have less impact on the environment.

    • Offering customers sustainable products and services: AT&T and Cisco Systems Inc. launched the AT&T Telepresence Solution, a new video conferencing service that combines rich audio with High Definition video to create a unique "in person" experience, helping customers reduce travel. The company provides its AT&T U-verse TV customers with set-top boxes that meet energy- efficiency criteria set by ENERGY STAR.

    • AT&T Labs is fostering a work environment and culture that encourages its more than 1,100 scientists and engineers to actively follow their passions and apply technological advancements to address social and environmental challenges. AT&T innovations are helping tackle a variety of global issues, such as climate change through work on species migration and energy efficiency.

    AT&T also said that it is in the initial stages of establishing data-gathering systems and key performance measures for its citizenship and sustainability efforts.

    Aricent Names Ex-Wipro Exec as CEO

    Aricent has named ex-Wipro veteran Sudip Nandy as its new CEO, replacing Ash Bhardwaj who has resigned to pursue other interests. Previously, Mr. Nandy was the President of the Technology Media and Telecom Business Unit at Wipro, overseeing more than 18,000 people and a revenue run rate of US $1.3 billion per annum.

    Aricent's investors include leading firms Kohlberg Kravis Roberts & Co. (‘KKR'), Sequoia Capital, Flextronics International Ltd and The Family Office.

    Ixia Announces Fibre Channel over Ethernet Test Solution

    Ixia will begin offering a testing solution for Fibre Channel over Ethernet (FCoE). The company also announced a partnership agreement with SANBlaze Technology Inc., a leading provider of storage solutions for embedded systems.

    Ixia's data center Ethernet (DCE) testing solution provides functional, performance and scalability testing of Ethernet, FCoE and SCSI devices, in addition to application traffic such as rich media, inherent to storage area networks. Port density scales up to 96 10 GbE ports in a single chassis. The solution provides support for FCoE protocols, including priority flow control (PFC), enhanced transmission notification (ETS) and congestion notification (CN), all of which are required to transmit SAN traffic over Ethernet, or "lossless Ethernet."

    Ixia said it also supports SCSI testing over FCoE, which provides real-world storage area network testing. Ixia ports can emulate tape drives, disk arrays and other native fibre channel storage devices, bridging the gap between native fibre channel and FCoE. Application support includes functional testing and high-scalability performance testing, as well as RFC test suites for validation of data center Ethernet performance.

    Under the Ixia/SANBlaze partnership, SANBlaze technology for fibre channel target and initiator emulation testing is integrated on the Ixia IxYukon 10 GbE hardware platform.

    BroadLight Supplies GPON Chip for Billion Electric Co.

    Taiwan's Billion Electric Co., Ltd. has selected BroadLight's BL2348 Residential Gateway (RG) SoC for a new line of GPON CPE devices. Billion's new GPON line of CPE products will feature a low cost, carrier-class design and leverage the company's own proprietary software stacks. Billion was able to easily port their own software onto the BL2348 architecture and have it run seamlessly and powerfully.http://www.broadlight.com
