FCC Establishes Section 271 Compliance Program, Spectrum Task Force
 The FCC's Enforcement Bureau has established a Section 271 Compliance Review Program to monitor the on-going compliance of the Regional Bell Operating Companies (RBOCs) with the market opening conditions they have agreed to under section 271 of the Telecommunications Act of 1996. The new enforcement team will monitor the RBOCs' ongoing performance in those states where the FCC has already granted section 271 authority for offering long distance services. Separately, FCC Chairman Michael Powell announced the formation of a Spectrum Policy Task Force to assist the Commission in identifying and evaluating changes in spectrum policy. Powell said expert advisors were needed in light of ever increasing demand for spectrum and continuing advances in wireless technology and applications.
